DAILY ROUTINE OF BUSINESS

Presentation of Reports from Standing or Special Committees

The Honourable Senator Murray, P.C., Chair of the Standing Senate Committee on National Finance, presented its Third Report (Supplementary Estimates (B) 1999-2000).

Ordered, That the Report be printed as an Appendix to the Journals of the Senate of this day and form part of the permanent records of this House.

The Honourable Senator Murray, P.C., moved, seconded by the Honourable Senator Doody, that the Report be placed on the Orders of the Day for consideration at the next sitting.

The question being put on the motion, it was adopted. The Honourable Senator Murray, P.C., Chair of the Standing Senate Committee on National Finance, presented its Fourth Report (Final) (Main Estimates 1999-2000).

Ordered, That the Report be printed as an Appendix to the Journals of the Senate of this day and form part of the permanent records of this House.

The question being put on the motion, it was adopted. The Honourable Senator Murray, P.C., Chair of the Standing Senate Committee on National Finance, presented its Fifth Report (Interim) (Main Estimates 2000-2001).

Introduction and First Reading of Government Bills

A Message was brought from the House of Commons with a Bill C-29, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2000, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator Gauthier, that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, March 28, 2000.

The question being put on the motion, it was adopted. A Message was brought from the House of Commons with a Bill C-30, An Act for granting to Her Majesty certain sums of money for the public service of Canada for the financial year ending March 31, 2001, to which they desire the concurrence of the Senate.

The Bill was read the first time.

The Honourable Senator Hays moved, seconded by the Honourable Senator Kroft, that the Bill be placed on the Orders of the Day for a second reading on Tuesday next, March 28, 2000.

The question being put on the motion, it was adopted.

MESSAGES FROM THE HOUSE OF COMMONS

A Message was brought from the House of Commons to return Bill S-14, An Act to amend the Act of incorporation of the Board of Elders of the Canadian District of the Moravian Church in America,

And to acquaint the Senate that the Commons have passed this Bill, without amendment.

Second reading of Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference.

The Honourable Senator Boudreau, P.C., moved, seconded by the Honourable Senator Hays, that the Bill be read the second time.

After debate, The Honourable Senator Lynch-Staunton moved, seconded by the Honourable Senator Kinsella, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Second reading of Bill S-18, An Act to amend the National Defence Act (non-deployment of persons under the age of eighteen years to theatres of hostilities).

The Honourable Senator Pearson moved, seconded by the Honourable Senator Finestone, P.C., that the Bill be read the second time.

After debate, The Honourable Senator Kinsella for the Honourable Senator Meighen moved, seconded by the Honourable Senator Atkins, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted. Orders No. 2 and 4 were called and postponed until the next sitting. Resuming debate on the motion of the Honourable Senator Hays, seconded by the Honourable Senator Adams, for the second reading of Bill C-2, An Act respecting the election of members to the House of Commons, repealing other Acts relating to elections and making consequential amendments to other Acts.

After debate, The Honourable Senator Finestone, P.C., moved, seconded by the Honourable Senator Milne, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted.

After debate, The Honourable Senator Kinsella for the Honourable Senator Stratton moved, seconded by the Honourable Senator Atkins, that further debate on the inquiry be adjourned until the next sitting.
